A Santa Rosa neurosurgeon whose specialty includes pain management has been indicted by a federal grand jury on charges that include unlawful distribution of painkillers over more than a year. The indictment against Thomas M. Keller, 71, unsealed Monday, alleges he illegally distributed Oxycodone, fentanyl and Tramadol spanning a period of 13 months from June 2017 to July 2018, according to the U.S. Attorney’s Office in San Francisco.
